The export of LED lamps with changes in CE certification should be noted

The European Commission has pointed out that LED lamps and similar products for sale in Europe must be affixed with a CE certification label (subject to compliance with the Low Voltage Directive 2006/95/EC and the Electromagnetic Compatibility Directive 2004/108/EC). Recently, this requirement has been changed. The latest Low Voltage Directive (LVD) 2014/35/EU was published in the Official Journal of the European Union (Ojeu) on March 29, 2014, which will replace the original Low Voltage Directive 2006/95/EC.  
The new low voltage directive will enter into force and be implemented in the national legislation of Member States on April 19, 2016, replacing the old low voltage directive 2006/95/EC on April 20, 2016, without a transition period.
The new Directive 2014/35/EU mainly updates the following content compared to the original Directive 2006/95/EC:
The Directive adopts a new legislative framework (nfl) (EC) 765/2008 (Accreditation Activities and Market Surveillance) and 768/2008/EC (General Framework for the Sale of Products), clarifying the responsibilities and requirements of manufacturers, authorized representatives, importers and distributors (collectively referred to as economic operators);  
2. Add definitions and operator responsibility requirements for "manufacturer", "importer", "distributor", and "authorized representative". (e.g., conformity markings, labeling, and product traceability);  
In order to facilitate the exchange of information between consumers, the Market Supervision Bureau and economic operators, in addition to the communication address, the new directive encourages economic operators to provide a network address;  
4. Clarify that the manufacturer is primarily responsible for compliance evaluation, and that the compliance evaluation process does not require the intervention of a notification agency;  
5. Clearly stipulate that technical documents should include adequate risk analysis and assessment;  
6. Formulate detailed market supervision, handling of hazardous electrical products, and post event protection procedures;  
"The name, registered trade name, or registered trademark and address of the manufacturer and importer must appear on the equipment, but may appear on the packaging or user manual when the size or nature of the equipment does not permit;";  
8. The new directive stipulates that when the CE mark, CE declaration of conformity, technical documents, or manufacturer information are found to be inconsistent with requirements, manufacturers and importers should take timely corrective measures to correct the nonconformity. Otherwise, the relevant Member States will take measures to restrict or prohibit the sale of products in the market and ensure that sold products are recalled from the market;  
9. Member States need to establish rules of punishment applicable to violations of the laws of each Member State relevant to the Directive, including criminal penalties for serious violations.  
LED lighting export manufacturers in EU countries need to note that since April 19, 2016, LED lamps and similar electrical products sold in Europe must comply with the new low-voltage directive 2014/35/EU for CE certification labels.
